The Diagnosis: The concept of the “Russian World” (Russkiy Mir) has been hijacked by the current state apparatus of the Russian Federation (RF) and turned into an instrument of toxic territorial aggression. However, a geopolitical anomaly exists: 30 million Russian speakers live outside the RF. They possess immense intellectual, financial, and cultural capital, yet they are "Political Orphans." They are rejected by the West (as toxic) and rejected by the Kremlin (as traitors).
The Solution: We are launching the Global Russian Empire (GRI). This is an Anti-Imperial Project.

Why Paris? Historically, Paris is the capital of the Russian Exile. It is the only location with the metaphysical weight to host a "Government in Exile 2.0." Centre Bazarov will function not as a museum of the past, but as a Governance Laboratory.
Operational Functions:
Diplomatic Interface for the EU. European bureaucracy does not know how to interact with "Good Russians." They either block everyone or ignore the problem.
Legal Sovereignty. We create an arbitration court for the diaspora.
